            Approach to Align IT Department with Business Strategy

(Information Technology) Services, has been recognized by IDG's Computerworld,
the weekly newspaper for IT leaders, as one of the business world's Premier
100 IT Leaders. The award honors individuals who have creatively applied
technology to execute their organization's business strategy.
    The Premier 100 IT Leaders award, now entering its fourth year, recognizes
exceptional technology leadership, innovative approaches to business
challenges, and effective execution of comprehensive IT strategies. Mr.
Carcillo will be honored at the Computerworld Premier 100 IT Leaders
Conference, February 23-25, 2003 at the JW Marriott Desert Ridge Resort in
Scottsdale, Ariz.
    Mr. Carcillo was selected from hundreds of nominees based on those leaders
who most closely matched Computerworld's Leadership Index, a set of
characteristics that describes business and technology people who guide the
effective use of IT in their organizations. Other award winners include
leading IT executives from corporations such as Bayer Pharmaceutical, Circuit
City Stores, Inc., Dow Chemical Company, and MasterCard International.

systems and technology.
    Prior to Digex, Mr. Carcillo served as CIO and E-Business Leader for
Energy Services, the largest service business within GE. Mr. Carcillo was also
CIO, Quality Leader & Product Advisor at GE Energy Management Services, a $400
million technology business within GE. Previous to GE, Mr. Carcillo held
positions at Andersen Consulting and Booz Allen & Hamilton.
    Mr. Carcillo has an MBA in International Business from Johns Hopkins
University and a BS in Computer Science from Catholic University of America.
